Budgets and the blind

Dear all, much has been said lately about the state’s budget positions. I would like to give the perspective of someone who has worked with state budgets for 20 years, especially social rehabilitation budgets. Before going straight to that we should consider the federal budget. In Washington D.C. the actual currency is held by the treasury department, which is part of the executive branch of government. The legislative branch is made up of the two branches of congress. Congress has the ability to pass a budget which will determine how that treasury is to be spent. When the spending exceeds what is actually in the annual revenue to the treasury that is known as a deficit. The federal government has the ability to handle deficit spending by printing up more money. The downside of that strategy is that it leads to devaluation of every dollar and can lead to inflation as a natural course of adjustment for that devaluation. The state budget situation is similar in some ways and different in some ways, the state budget is held by the accounting and finance office of the executive branch of the state government. The state legislature is part of the legislative branch of state government. It can approve any budget it wants either directly or through an override of a governor’s veto. However, let’s consider what happens when that same budget spends more than is actually present in the treasury. Unlike the federal government the state cannot print up more money. Because the state legislature can create any budget it wants there can be times when the spending outpaces the projected revenue. This happens mostly in times of economic distress such as a market crash, natural disaster or as we have seen in the past year, a pandemic. There needs to be a means of guidance as to what must transpire when a situation like this arises. The guidance comes in the form of section 9C of chapter 29 of the Massachusetts General law. Without copying the entire statute verbatim what it indicates is that the law compels the governor, as part of his executive branch functions, to make appropriate cuts to state spending to offset the increase in spending requested in the budget that was passed by the state legislature. So, for example if the budget that was passed spends in excess of projected revenues and part of that is an increase in line item x of agency y then the governor must dictate to agency y to cut spending on another line item. So we see that there is no such thing as money from heaven here no matter what the legislature puts into the budget. What it gives with one hand is taken away with the other. Things may be different in times of a booming economy and soaring tax revenues but for now beware of budgetary gifts. They come with a hefty price for some blind folks.

Closed Captioning Available for Viewers Who Are Deaf or Hard of Hearing

 

Google is joining ABC and the Academy of Motion Picture Arts and Sciences’ efforts to broaden access of the 93rd Oscars® by sponsoring this year’s closed captioning, and in a telecast first, audio descriptions for the live telecast nationwide. The addition of audio description, which is audio-narrated descriptions of a program’s key visual elements, ensures that viewers who are blind and low vision will be able to take in all the action occurring on the screen and provide a much richer experience as they listen to the more traditional aspects of the show from the presenters, winners and performances. The closed captioning will be provided by VITAC, and the audio description will be provided by VITAC and Audio Eyes.

 

“Google is committed to making the world a more accessible place by working to ensure disabled people are represented in the stories we tell and the products we build,” says KR Liu, head of Brand Accessibility. “We are excited to do our part in making this year’s Oscars accessible for everyone by helping to make audio descriptions and captions available for viewers.”

 

During the show, Google will also run an ad that features the story of Google employee Tony Lee, a child of deaf parents, also called a CODA. The spot explores how his family communicates today with the help of Google products including Live Transcribe, Captions in Google Meet & Live Caption on Android and Chrome.

The 93rd Oscars will be held Sunday, April 25, 2021, at Union Station Los Angeles and the Dolby® Theatre at Hollywood & Highland Center® in Hollywood, and international locations via satellite. “Oscars: Into the Spotlight” will air live Oscar Sunday, April 25, on ABC at 6:30 p.m. EDT/3:30 p.m. PDT. “The Oscars” will be televised live on ABC at 8 p.m. EDT/5 p.m. PDT in more than 200 countries and territories worldwide. “Oscars: After Dark” will immediately follow the Oscars show.
